Follow file name convention for proceedings

Always follow the convention yyyy-mm-dd.md for naming the proceedings based on the date of the meeting. This will ensure that the files are neatly sorted according to date.

Whoever sees this, please remember to follow Markdown conventions. i.e, what each formatting is for. This is important for HTML renders

• Don't use Hash to indicate heading if you are using underlines
• Back-ticks are for code highlighting (Triple BTs are for code blocks)
• Use single asterisks (italics) or double asterisks (bold) when you need highlighting
