Create a list icfoss-community for community discussions related to icfoss

We got a list of people attended a meeting at ICFOSS last November and would like to involve representatives of different Free Software communities in all discussions relating to ICFOSS and community. For example share the current community response to questions by ICFOSS director or future meetings with ICFOSS.
