 The tracker will contain metadata regarding the issue, it will generate an issue identifier, keep track of any CC address the user supplied, and where the reports are (paste.debian.net most likely), and the status of the issue, as well as any forum, mailing list, BTS, or other things that the client or supporters cause to be linked to this issue. It should not be some sort of new wiki or forum in and of itself, just a frontend linking and gluing it all together with metadata about the issue. It should have a web interface similar to the BTS.
