create a list for admins

admins at lists.fsci.org.in (possibly an alias for admins at fsci.org.in as well) We have been using fosscommunity.in at disroot.org till now but that was not working with new gandi.net interface.

Should not be listed in the site, archives should be visible to members only, should allow post from anyone.
